The planning process will be led by Community Development in cooperation with the Huntsville Housing Authority. The entire process will be overseen by HUD, and coordinated by Camiros. The Choice planning team will also work with residents, non-profit organizations, and local businesses to create a Plan that reflects the visions and aspirations of the entire community.
The community are the residents of the Mill Creek Neighborhood, the Butler Terrace and Butler Terrace Addition Housing Facilities, and the stakeholders within and beyond the neighborhood who invest their time, skills, and money toward the continued improvement of the quality of the neighborhood and the quality of life of its residents.

HUD is working to strengthen the housing market to bolster the economy and protect consumers; meet the need for quality affordable rental homes; utilize housing as a platform for improving quality of life; build inclusive and sustainable communities free from discrimination; and transform the way HUD does business.
Huntsville Community Development
A division of the Huntsville City Planning Department, the Community Development mission is three-fold; stabilization of lower income neighborhoods, economic empowerment of lower income persons and/or of persons living in lower income neighborhoods, and providing assistance to the special needs population in our community.
Huntsville Housing Authority
Huntsville Housing Authority’s mission is to develop and preserve a high standard of safe, affordable housing for qualifying individuals and families, free from discrimination. HHA believes housing is a basic need and the foundation for a successful life. HHA’s dedicated staff, along with community partners, promote neighborhood revitalization, self-sufficiency, and assist resident families in achieving long-term economic success and a sustained high quality of life.
Camiros, Ltd. is a nationally recognized planning firm based in Chicago who has worked to build sustainable communities since 1976. Camiros has served as the Planning Coordinator for the successful Ellis Heights CNI Planning Grant for the Rockford, Illinois Housing Authority, awarded in 2012; the Rosewood CNI Planning Grant for the Housing Authority of the City of Austin, awarded in 2013; and the Buena Vida CNI Planning Grant for the The Housing Authority of the City of Brownsville (HACB), awarded in 2018. Camiros is also currently working with the City of Chicago Heights on their Choice Neighborhoods Plan.
